The development of a highly effective team is a process--not a one time event. Depending on where an organization is en route to high performance, the initial steps will include building a foundation of team start-up essentials. Start-Up essentials help team members recognize the team's purpose (team charter) and its boundaries (boundary conditions), the behaviors team members are expected to uphold (operating guidelines), the structure that team meetings will follow (effective meetings), the required roles team members will play, and the process by which team decisions will be made (decision making).

The change pathway and points of implementation include as much detail as possible: what actions will be taken and what outcomes are desired, what training needs to occur, who will be responsible and involved in each step of the process, and how progress will be measured and reviewed.
